Yellow:  State grant (Close the Gap) applications for up to $1,500 due Oct. 25

 

The following information is directly from DESE:

On Sept. 20, 2023, the Missouri Department of Elementary and Secondary Education (DESE) and Odyssey, a platform that helps states connect families to public funding and education services, announced the launch of the Missouri Close the Gap Grant program.

This is a one-time grant of up to $1,500 for parents/guardians who reside in Missouri to use for allowable education expenses. Applications are now open are at https://missouri.withodyssey.com/  and must be submitted by October 25, 2023.  

To be eligible for the grant, students must be a Missouri resident and be enrolled in grades K-12 in a Missouri public school district or charter school. Per state statute, the distribution of funds will be prioritized for families whose income is below 185 percent of the federal poverty level. If sufficient funds are available after those below 185 percent of the federal poverty level receive funds, families at or above that poverty level may receive funds.

“Close the Gap is another way to support our mission to provide students access to opportunities," said Commissioner of Education Margie Vandeven. “In partnership with Odyssey, we are providing families a platform to search for and purchase the resources, tools, and enrichment their student needs to be successful inside and outside of the classroom.”

“Every student deserves access to a high-quality education, and Odyssey will provide Missouri families and students with convenient and modern technology to quickly and easily access funds to get what they need to succeed,” said Joseph Connor, founder and CEO at Odyssey. “The pandemic brought on unimaginable challenges for our students and their learning. Missouri’s Close the Gap Program will help support the ongoing efforts to accelerate learning and get students back on track.”

Close the Gap Grant applications will be administered on Odyssey's website, where families can access both the application and the Odyssey Marketplace. Listed below are additional program details and allowable educational expenses.

Program Details:

• Parents/guardians will need to create an Odyssey account to submit an application.
• If the system is unable to verify income level or residency through an automated process, parents/guardians will be requested to submit additional information.

Allowable educational expenses include

• Instructional resource materials;
• Tutoring;
• Academic day or summer camps;
• Computer equipment;
• Internet connectivity;
• Before- and afterschool educational programs;
• Course fees and textbooks;
• Online access for an academic app or subscription;
• Education, learning, or study skills services;
• Arts-related day or summer camps; and
• Art enrichment.

This is a state-administered grant.

Insurance (damage waiver fee) for Chromebooks

Each student in the Waynesville R-VI school district in grades K-12 will be issued a Chromebook and parents are encouraged to consider insurance, also known as the damage waiver fee, for their children’s Chromebooks.

Insurance is optional for students in grades K-12; however, without insurance parents are responsible for the full cost to repair or replace their child’s Chromebook.

Cost

The insurance (damage waiver fee) is $20* per each device for the 2023-24 school year for those who fully pay for lunches. 

For those who qualify for free and reduced lunches, the cost is $10* per device for the school year. 

*The maximum damage waiver fee for each family is $40.  (See example below). 

Example

The maximum damage waiver fee for each family is $40. For example, if you normally pay full price for lunch and you have three or more children enrolled in our district, then you will pay for the first two children ($20 each for 2 children = $40) and the cost for your remaining children will be $0.

1. Buses will be delayed during the first few days of school

During the first few days of school, Waynesville R-VI School bus routes will be delayed in the afternoon.

Please check the Waynesville R-VI School District’s Facebook page for bus-related updates during the first three days of school.

2. High volume of phone calls

Waynesville R-VI Schools will experience a high volume of phone calls during the first week of school. Chromebooks to go home with students every afternoon beginning Dec. 1

Beginning Thursday, Dec. 1, 2022, all Waynesville R-VI students will be taking home their Chromebooks each day from school and bringing them back for the next school day.

This process will continue through the winter months in preparation for possible inclement weather.

On the first inclement weather day (often referred to as a snow day), students will be off from school. On the second or more consecutive day(s) of inclement weather, all students will be logging in and attending school virtually during the mornings only. The practice of holding classes virtually on the second or more consecutive day of inclement weather is known as an Alternative Method of Instruction (AMI) day. 

To prepare for AMI days, students will begin practicing with connecting virtually for their classes at school and individual buildings will be sending home their inclement weather schedules. (The schedules will be the same as last year.)

If students are out of school for one inclement weather day and return to school the next day, then students will enjoy a traditional “snow” day.  If the Waynesville R-VI School District is out for a second day or more in row (known as consecutive inclement weather days), then students will be required to log in and attend school online on the second, third, fourth, etc. consecutive inclement weather day. 

 

EXAMPLES:

For example, if students are out of school on Dec. 7 and Dec. 8 for inclement weather, then students will need to log in and attend school online on Dec. 8.  Continuing with our example, if Dec. 14 was also an inclement weather day, students would enjoy a traditional "snow" day and not need to log in on Dec. 14.  If, however, the next day (Dec. 15) was also an inclement weather day (in addition to Dec. 14), then students would need to log in on Dec. 15.

FAQs

1. Why are we having AMI days? The global pandemic has contributed to learning gaps and our goal is to fill in those learning gaps through continuous learning. AMI days keep students engaged with their teachers to avoid a loss of learning during continuous days off.   Using consecutive days will help avoid further gaps in your child’s education, provide continuity of learning and help your child achieve academic success. Additionally, inclement weather days will help prepare staff and students in the event that the district would ever need to return to distance learning. 

 

2. Will the district receive more money for having school on consecutive snow days?  No, but we do want students to be prepared at all times to make the switch from seated to virtual learning and this is one way to keep the skills intact.

 

3. How will inclement weather (snow) days impact the school calendar?  Because the district has chosen a max calendar, snow days do not have to be made up in the traditional sense. The last day of school will be Friday, May 26, 2023, regardless of the number of snow days.

Traditional Inclement Weather Information 

 

1)  If it’s snowing, will there be school?

It depends! The Waynesville R-VI School District has multiple options in the event of winter weather conditions, including:

1. School will be in session. No changes. (We typically do not make announcements that school will be in session. If there is no announcement, then school is in session.)
2. Run buses on snow routes.  If we run snow routes in the morning, we will run snow routes in the afternoon as well. (Transportation will be providing snow route information at a later date.)  Due to the different types of roads in our district and the routing of certain school buses, the “snow route” may be the usual route with no changes.
3. Delayed start. When a delayed start is announced, all schools will begin 2 hours later than usual.  All buses will run 2 hours late (so if your bus pick up time is 6:30 a.m., your bus pick up time will be 8:30 a.m.). If a delayed start occurs on a Wednesday, the delayed start is two hours later than the delayed start time on a Wednesday when there is a delayed start.  For example, if school would normally start at 9 a.m. on Wednesday, school will begin at 11 a.m. Delayed start has no impact on dismissal times.  On delayed start days, school is dismissed at the regular time. 
4. Early dismissal.  An announcement will be made if school is to be dismissed early. The time varies.

 

2) How are decisions made regarding whether or not we will be in session? 

a.  The Waynesville R-VI School District typically makes the decision to have school or not have school in the morning to see if the predicted weather actually arrived and/or to see how much progress road crews have made while working through the night. Transportation personnel usually begin checking roads at 3:30 a.m. and when possible, the decision is made by 5 a.m.

 

3) If school is cancelled, where will the information be posted and/or available? 

• A phone call will go to families
• A Remind text will be sent to families
• Local radio stations will be notified
• Tiger TV (Channel 12) and television station KY3 will be notified
• A post will appear on the Waynesville R-VI School District’s Facebook page
• A post will appear on each of the school’s websites

 

4)  Is it possible that I will receive a phone call and a text?

a. Yes. We utilize two separate systems to ensure you receive at least one of the messages.

 

5)  If it starts to snow or ice, why don’t you immediately dismiss school?

a. There are times when the district is advised to keep students safe at school and allow

time for crews to treat the roads.

 

6) Terrible weather is predicted and other schools around have announced they are closing for the next day.  Why haven’t we?

a.  The local weather is very unpredictable, even with sophisticated satellite systems. If

at all possible, we would like our students to be in school where they will

continue learning. 

 

7) Other schools are out.  Why are we still going to school?

a.  Each school district’s road conditions are unique; more rural districts typically announce the night before that there will be no school because of their pre-existing road conditions. We know where our most challenging spots are located and a real human goes out and drives the routes to see if we can go to school, if we need to use snow routes, if we need a delayed start or if we need to close school.

 

8)  The windchill is expected to be below zero and you plan to have school?

a.  Yes, below freezing temperatures occur in this area, which puts the windchill below zero at times.  If your child or a child you know of is in need of a coat or shoes, please contact your school counselor to see if any of these items are available.

An annual athletic participation fee of $25.00 will be charged for the 2022-23 school year. If a family has more than one child participating, the following rate schedule will apply:

Fort Leonard Wood school boundary changes announced

 

The Waynesville R-VI School District will be altering boundary lines for some streets on Fort Leonard Wood for the 2022-23 school year. 

 

“Our goal is to better align the number of students with the space available in Partridge, Thayer and Wood so that we can have similar class sizes throughout post,” said Dr. Billy Cobb, executive director of operational services. “Specifically, Wood Elementary has experienced a disproportionate increase in the number students and it has become necessary to make some adjustments so that we can better serve our students.”

 

Parents may request that their children be considered for remaining at their current school by submitting a Student Transfer Request Form. Transfers are approved just before the start of the school year and only if space is available after all students in the school have been assigned to teachers. Childs named principal at East Elementary

Austin named principal at Partridge Elementary

 

Melissa Childs, the principal at Partridge Elementary, will become the new head principal at East Elementary, effective July 1, 2022. Robert Hauck, who was scheduled to begin the role on July 1, accepted a principal position in Rolla where he currently serves as assistant principal. 

 

“I look forward to working with East Elementary students and their families,” Childs said. “My goals will include creating a warm, welcoming and supportive environment by providing opportunities for two-way communication with our families. In addition, I will focus on students becoming confident learners and leaders who try new tasks and put forth a solid effort every day.”

 

Childs has 27 years of experience in the Waynesville R-VI School District, having served as the head principal at Partridge for two years. Prior to that, she served as an assistant principal, a technology integration specialist, taught second and fourth grades, and students with behavioral disorders. She also previously worked at Boys and Girls Town in St. James.

 

“Student social and emotional needs play a more prominent role in educating the whole child and Ms. Childs’ background and experience will be especially beneficial,” said Hilary Bales, the assistant superintendent of personnel services who will become superintendent on July 1.

 

Naomi Austin, the assistant principal at the Waynesville Sixth Grade Center, will become the principal at Partridge Elementary, which fills the vacancy created by Childs’ move to East.

 

“I look forward to serving our military families and providing support for their academic and social/emotional development. I have a great fondness for military families, as my son is currently assigned to the USS Topeka.  I count this opportunity as a great privilege,” Austin said. “When our military families know that their children are safe and well cared for in our schools, they can then focus on their important mission of protecting our nation.”

Austin served as principal at the Verona R-7 school district for grades 7-12 and previously served as a principal at Wheaton R-3 for grades Pre-K-6. She also has taught writing, U.S. history, and English language arts, and has been a sponsor for several clubs and organizations.

“Mrs. Austin’s years of experience as a principal at the elementary level will be a great addition to Partridge Elementary,” Bales said. “As a proponent of college and career readiness at an early age, she promotes career exploration at an early age to help students learn why their daily school work is relevant to their future.”

 

Austin’s position at the Sixth Grade Center will become an administrative intern position, which will be filled by one of the district’s internal administrative interns.

 

Bus route changes will be made for the 2022-23 school year

 

Due to a nationwide shortage of bus drivers and increased fuel prices, the Waynesville R-VI School District will be making changes to its bus routes for the 2022-23 School Year, including the following:

n  Reducing the number of bus routes. The district will operate 40A and 40B routes for a total of 80 bus routes.

n  There will be fewer stops, which means some students may have to walk farther to and from their homes.

n  To the extent possible, buses will average a maximum of two students per seat

 

By making these adjustments, the district will be able to transport about 3,500 students to and from school daily. 

 

"We apologize for these changes, but unfortunately we are faced simultaneously with the dual challenges of driver shortages and increased fuel costs,” said Dr. Billy Cobb, executive director of operational services. “We know that change can be difficult, but we want to continue offering transportation services to as many students as possible and these changes are necessary to make that goal a reality.” 

 

The district’s goal is to announced the new bus routes on the district’s website in early to mid-August.

The Missouri Regional Planning Commission in conjunction with the Missouri Broadband Resource Rail is conducting a study of the broadband internet service in our region. The commission is asking residents to test their internet speed at their homes to help determine what areas in our community are underserved or do not have access to internet at all.

Inclement weather and online learning days explained

 

In preparation for possible inclement weather, we wanted to remind you about the following:

 

1.     On the first inclement weather day (often referred to as a snow day), students will be off from school.

2.     On the second or more consecutive day(s) of inclement weather, all students will be logging in and attending school virtually during the mornings only. The practice of holding classes virtually on the second or more consecutive day of inclement weather is known as an Alternative Method of Instruction (AMI) day(s). 

 

EXAMPLES:

For example, if students are out of school on Feb. 23 and 24 for inclement weather, then students would need to log in and attend school online on Feb. 24.  Continuing with our example, if March 2 was also an inclement weather day, students would enjoy a traditional "snow" day and not need to log in on March 2.  If, however, the next day (March 3) was also an inclement weather day (in addition to March 2), then students would need to log in on March 3. 

 

FAQs

1.     If my child is on homebound instruction due to being excluded from school for COVID or because I have requested homebound during mandated masking, what should my student do on AMI days?

Students who are receiving homebound instruction due to being excluded or by choice should join their classes online on AMI days and will not receive direct homebound services. 

 

2.     If my student is on homebound under medical, IEP, or 504 plans, what should my child do on AMI days?

Your child who is on homebound due to medical, IEP, or 504 plans will continue their schedule with their homebound teacher. 

 

3.     Why are we having AMI days?

AMI days keep students engaged with their teachers to avoid a loss of learning during continuous days off.  Using consecutive days will help avoid gaps in your child’s education, provide continuity of learning and help your child achieve academic success. Additionally, inclement weather days will help prepare staff and students in the event that the district would ever need to return to distance learning. 

 

4.     Will the district receive more money for having AMI days on consecutive snow days? 

No.

 

5.     How will inclement weather (snow) days impact the school calendar?  

Because the district has chosen a max calendar, inclement weather days do not have to be made up in the traditional sense. The last day of school is scheduled for May 27, 2022, regardless of the number of snow days. 

 

6.     May I still purchase Chromebook insurance?

Feb. 28 is the first day of spring practices/tryouts for all middle school (MS) and high school (HS) sports.

Bus route delays for Friday, Jan. 21, 2022

We know at this time that the following routes will be experiencing delays in the morning:

The following additional details are being shared with you regarding the use of at-home tests for the COVID-19 “test to stay” and early return options as of Jan. 20, 2022.

For those able to obtain an at-home COVID test to use for the early return or “test to stay” option, the following will be required:

-  Parents will need to bring in their child's actual at-home negative test in a sealed bag (such as a sealed sandwich bag) to school.

-  Those utilizing the early return option for positive cases or close contacts will need to bring the actual at-home negative test in a sealed bag with them on day 6 in order for the student to return to school on that day.

-  For those utilizing the “test to stay” option for close contacts identified by the school, on the first “test to stay” day, parents may drop off test kits for the next two days at the school with their child’s name and homeroom teacher or grade marked on their child’s kits. The test kits (provided by the parents) for days 2 and 3 of “test to stay” will be administered at the school.

New COVID-19 guidance

Due to a nationwide shortage of rapid COVID-19 antigen tests, the Waynesville R-VI School District will only be able to test staff; however, the Waynesville R-VI Board of Education approved new guidance during its meeting this evening. The new portions are in blue below.

In addition, we strongly encourage our families to order their free COVID test kits from the government as we will be accepting the results of at-home test kits for “test to stay” as we work through this shortage. Updated COVID-19 guidance as of Jan. 18, 2022

- The Masking Mitigation Tool for COVID-19 will remain in effect for all Waynesville R-VI schools. Changes in masking mitigation status will be considered by class, team, house, grade level, and building based on contact tracing information.

- When masks are optional at a school, masks will only be required when students are in a large gathering, such as an assembly. Parents may notify the school if they choose to have their student not participate in the assembly and other arrangements for their child will be made.

- Masks remain mandatory on school buses, per federal guidelines.

- Masks will remain mandatory for all schools on Fort Leonard Wood in alignment with FLW’s guidelines.

- When the number of positive cases reaches the level for mandatory masking as determined by the Masking Mitigation Tool, students whose parents object to masking may request homebound instruction for their children during the masking mandatory time. 

- With parental consent, COVID-19 testing is available for students at the schools.

-  Students who are positive with COVID-19 in the home environment will be excluded from school for five days with the opportunity to test and come back on day 6 if negative. Masking will be strongly encouraged through day 10.

- Students that have been exposed to COVID-19 in the home environment will be excluded from school for five days with the opportunity to test and come back on day 6 if negative.  (Note: Testing can be done 5 days after isolating away from the in-home positive)

- Students who have been identified as a close contact to a positive case in school (that is not in the home) may utilize the following options to return to school:

·      Provide a clearance letter from a medical doctor.

·      Test to stay in school for the next three days after exposure with signed consent from a parent. During the three days the student will remain masked while at school until a negative result is obtained.

·      Students may be excluded from school for three days after being identified as a close contact.  Non-Symptomatic Students who have been excluded for 3 days may return to school on day 4 without a test; however, returning students will need to be screened by school staff.

·      Continue utilization of the Early Return Protocol. Non- Symptomatic Students who have been excluded for 5 days may return to school on day 6 without a test.

Remain at home for 10 days after exposure.

Waynesville R-VI students will dismiss early today, Wednesday, Jan. 19, 2022, due to the potential for inclement weather to hit during our traditional release times.

 

Students in grades 6-12 will dismiss at 12:30 p.m.

Students in grades K-5 will dismiss at 1:30 p.m.

 

There will be no afternoon classes at Williams Early Childhood Center.

There will no Club Tiger after school today.

There will no after school activities.

There will no sports this evening.

Due to the rising number of COVID cases, the following information is being sent to you (details are below):

1. The potential for moving to hybrid and/or virtual learning exists, due to staffing shortages. Per our Masking Mitigation Tool at https://www.waynesville.k12.mo.us/Page/14419, virtual learning becomes an option for the district when the number of cases reaches 3% or more positive; however, this is not automatic as there are many factors that are considered when making the determination.

1. The number of positive cases and excluded students and staff members at our schools has continued to rise and Waynesville R-VI students may need to move to virtual and/or hybrid learning.  Please note that this is NOT an announcement that we are moving to virtual or hybrid learning.  Students should take home their laptops each evening, along with any school supplies they might need.  Please note that student safety remains our top priority, followed by keeping students in the seated classroom as long as it is safe to do so.  At this time, mask mandates are in place at Waynesville High School, East Elementary and Freedom Elementary, in addition to the on-post schools.
2. The Central Ozarks Medical Center (COMC) Clinics, located at East Elementary and Waynesville High School, will be closed the week of Jan. 18-21, so that staff members may serve at the Mobile Medical Unit at Richland. Waynesville R-VI students, faculty and staff may access the Richland Medical Clinic by calling 573-765-5141 Jan 18-21.

While we realize that snow is predicted for tomorrow, at this point in time, school is on for tomorrow, Thursday, Jan. 6, 2022. Below is our traditional, annual inclement weather information that outlines the many options we may use in the event of inclement weather.

 

Inclement Weather Information 

1)  If it’s snowing, will there be school?

It depends! The Waynesville R-VI School District has multiple options in the event of winter weather conditions, including:

1.  School will be in session. No changes. (We typically do not make announcements that school will be in session. If there is no announcement, then school is in session.)
2.  Run buses on snow routes.  If we run snow routes in the morning, we will run snow routes in the afternoon as well. Snow route details, including the snow route stops, are posted at https://www.waynesville.k12.mo.us/Page/14613; school bus drivers are scheduled to hand out paper copies of snow routes this afternoon. Please note some routes remain unchanged for their snow routes. Additionally, Special Education Routes are not listed, but parents of individual students will be contacted.
3. Delayed start. When a delayed start is announced, all schools will begin 2 hours later than usual.  All buses will run 2 hours late (so if your bus pick up time is 6:30 a.m., your bus pick up time will be 8:30 a.m.). If a delayed start occurs on a Wednesday, the delayed start is two hours later than the delayed start time on a Wednesday.  For example, if school would normally start at 9 a.m. on Wednesday, school will begin at 11 a.m. Delayed start has no impact on dismissal times.  On delayed start days, school is dismissed at the regular time. 
4. Early dismissal.  An announcement will be made if school is to be dismissed early. The time varies.

 

Frequently Asked Questions

1) How are decisions made regarding whether school will be in session? 

a.  The Waynesville R-VI School District typically makes the decision to have school or not have school in the morning to see if the predicted weather actually arrived and/or to see how much progress road crews have made while working through the night. Transportation personnel usually begin checking roads at 3:30 a.m. and when possible, the decision is made by 5 a.m.

2) If school is cancelled, where will the information be posted and/or available? 

• A phone call will go to families
• A Remind text will be sent to families
• Local radio stations will be notified
• Tiger TV (Channel 12) and television station KY3 will be notified
• A post will appear on the Waynesville R-VI School District’s Facebook page
• A post will appear on each of the school’s websites

3)  Is it possible that I will receive a phone call and a text?

a.   Yes. We utilize two separate systems to ensure that you receive at least one of the messages.

4)  If it starts to snow or ice, why don’t you immediately dismiss school?

a.  There are times when the district is advised to keep students safe at school and allow time for crews to treat the roads.

5) Terrible weather is predicted and other schools around have announced they are closing for the next day.  Why haven’t we?

a.  The local weather is very unpredictable, even with sophisticated satellite systems. If at all possible, we would like our students to be in school where they will continue learning. 

6) Other schools are out.  Why are we still going to school?

a.  Each school district’s road conditions are unique; more rural districts typically announce the night before that there will be no school because of their pre-existing road conditions. We know where our most challenging spots are located and employees go out and drive the routes to see if we can go to school, if we need to use snow routes, if we need a delayed start or if we need to close school.

7)  If the temperature/windchill is expected to be below zero, is it still possible that we will have school?

a.  Yes, below freezing temperatures occur in this area, which puts the windchill below zero at times.  If your child or a child you know of is in need of a coat or shoes, please contact your school nurse.

The district wanted to provide more information surrounding the Missouri Attorney General’s Office regarding the Order from Cole County.  The letter states, “Under this judgment, all mask mandates, quarantine orders, and other public health orders that are based on any of the invalidated regulations or issued outside the protections of the Missouri Administrative Procedure Act are null and void.”  The letter also states, “In addition, state law does not delegate authority to school officials to issue mask mandates, quarantine orders, or other public health orders.”  The Attorney General also threatens litigation against school districts that fail to follow the court’s judgment. 

 The district priorities have remained the same since the beginning of the pandemic:

1. Student Safety

2. Providing Seated Instruction

3. Continue to move toward a more normal school experience 

 We understand there are many varying opinions on what the best approach is. As stated previously, the district has implemented a layered approach in response to the pandemic since the start.  Physical distancing, mask wearing, handwashing and respiratory etiquette, cleaning and maintaining healthy facilities, improving ventilation, contact tracing in combination with quarantine and isolation (by the health department when that was an option) from school based on guidance from the local health department, diagnostic testing and screening, efforts to provide vaccination information to the community, providing appropriate accommodations for children with respect to disabilities and health and safety policies, and accommodations for staff and others consistent with state and federal law have been in place throughout the pandemic.

The Attorney General also stated in his letter that schools must immediately begin complying with the judge’s order.  However, a trial court’s order does not become final until 30 days after it is issued, and then the parties to the case have ten days in which to appeal.  Therefore, the order does not become final until at least December 22, 2021. In addition, the Missouri Attorney General's letter and guidance does not affect the mitigation measures for students and staff on Fort Leonard Wood.

Under state law, public schools have the ability to issue mask rules, as long as mask rules are not based solely on an order from a local health department.  Our masking mitigation tool is not based on a health order from our local health department; it was developed in collaboration with our local health department.  In addition, administration has taken all mitigation measures to our Board of Education for approval.  The district will continue to make recommendations regarding our masking mitigation tool for the Board to consider and approve or not.

With respect to excluding students from school, public schools have the authority to exclude students who have a communicable disease or who are liable to transmit a disease after exposure, pursuant to 167.191 RSMo. The district has been accepting and supporting guidance given to us by the Health Department and excluding students who have been identified as close contacts based on that guidance.  The Health Department notified the district today that they have been told that they can no longer issue orders to isolate or quarantine. They can only confirm or notify us of positive students or faculty members. The district is working on addressing processes and procedures moving forward regarding excluding students from school who are positive or identified as close contacts and will make a recommendation to the Board of Education for approval in the near future. 

The district priorities remain the same as we continue to be flexible and adjust. We greatly appreciate your support!

Yesterday, all school districts in the state of Missouri received a letter from Attorney General Eric Schmitt regarding the recent Cole County judgment Robinson v. Missouri Dept. of Health and Senior Services, 20AC-CC00515. This judgment may affect Covid mitigation protocols in school districts across the state. We are working to understand the details of this letter and determine next steps. We will have more information on the local impact of this judgment for you very soon.

The Pulaski County Health Department has approved revised early return options for students who are exposed to a positive COVID-19 case outside of their immediate household. 

 

Students identified as close contacts with a positive case that does not reside in their home may test on the 5th day after exposure and if the test result comes back negative, students may return to school on the 6th day. The COVID 19 test must be given at a medical or testing facility or by a school nurse and negative results must be provided to the school prior to the student’s return to school.

 

The Pulaski County Health Department indicated that this change from an initial two-day window between testing and returning is due to PCR (polymerase chain reaction) testing initially taking at least two days for test results. With the approval of rapid testing to be used for early returns, the two-day wait period is no longer necessary.

 

Students not wishing to test for early return will need to fulfill the full 10-day quarantine before returning to school.

 

If you have a student currently in quarantine due to an exposure at school and have a question regarding their return date, please contact the school your student attends. If you have a student that is in quarantine due to a positive household member, please contact the Pulaski County Health Department at 573-736-2219 for guidance on their return dates.

Chromebooks to go home with students

Beginning Monday, Nov. 29, all Waynesville R-VI students will be taking home their Chromebooks each day from school and bringing them back for the next school day.

This process will continue through the winter months in preparation for possible inclement weather. On the first inclement weather day (often referred to as a snow day), students will be off from school. On the second or more consecutive day(s) of inclement weather, all students will be logging in and attending school virtually during the mornings only. The practice of holding classes virtually on the second or more consecutive day of inclement weather is known as an Alternative Method of Instruction (AMI) day. 

 

To prepare for AMI days, students will begin practicing with connecting virtually for their classes at school and individual buildings will be sending home their inclement weather schedules. (The schedules will be the same as last year.)

If students are out of school for one inclement weather day and return to school the next day, then students will enjoy a traditional “snow” day.  If the Waynesville R-VI School District is out for a second day or more in row (known as consecutive inclement weather days), then students will be required to log in and attend school online on the second, third, fourth, etc. consecutive inclement weather day. 

 

EXAMPLES:

For example, if students are out of school on Dec. 8 and Dec. 9 for inclement weather, then students will need to log in and attend school online on Dec. 9.  Continuing with our example, if Dec. 16 was also an inclement weather day, students would enjoy a traditional "snow" day and not need to log in on Dec. 16.  If, however, the next day (Dec. 17) was also an inclement weather day (in addition to Dec. 16), then students would need to log in on Dec. 17. 

 

FAQs

1. Why are we having AMI days? AMI days keep students engaged with their teachers to avoid a loss of learning during continuous days off.  Using consecutive days will help avoid gaps in your child’s education, provide continuity of learning and help your child achieve academic success. Additionally, inclement weather days will help prepare staff and students in the event that the district would ever need to return to distance learning. 

 

2. Will the district receive more money for having school on consecutive snow days? No, but we do want students to be prepared at all times to make the switch from seated to virtual learning and this is one way to keep the skills intact.

 

3. How will inclement weather (snow) days impact the school calendar? Because the district has chosen a max calendar, snow days do not have to be made up in the traditional sense. The last day of school will be Friday, May 27, 2022, regardless of the number of snow days.

Traditional Inclement Weather Information 

 

1)  If it’s snowing, will there be school?

It depends! The Waynesville R-VI School District has multiple options in the event of winter weather conditions, including:

1. School will be in session.No changes. (We typically do not make announcements that school will be in session. If there is no announcement, then school is in session.)
2. Run buses on snow routes. If we run snow routes in the morning, we will run snow routes in the afternoon as well. (Transportation will be providing snow route information at a later date.)  Due to the different types of roads in our district and the routing of certain school buses, the “snow route” may be the usual route with no changes.
3. Delayed start. When a delayed start is announced, all schools will begin 2 hours later than usual.  All buses will run 2 hours late (so if your bus pick up time is 6:30 a.m., your bus pick up time will be 8:30 a.m.). If a delayed start occurs on a Wednesday, the delayed start is two hours later than the delayed start time on a Wednesday when there is a delayed start.  For example, if school would normally start at 9 a.m. on Wednesday, school will begin at 11 a.m. Delayed start has no impact on dismissal times. On delayed start days, school is dismissed at the regular time. 
4. Early dismissal.  An announcement will be made if school is to be dismissed early. The time varies.

 

2) How are decisions made regarding whether or not we will be in session? 

The Waynesville R-VI School District typically makes the decision to have school or not have school in the morning to see if the predicted weather actually arrived and/or to see how much progress road crews have made while working through the night. Transportation personnel usually begin checking roads at 3:30 a.m. and when possible, the decision is made by 5 a.m.

 

3) If school is cancelled, where will the information be posted and/or available? 

• A phone call will go to families
• A Remind text will be sent to families
• Local radio stations will be notified
• Tiger TV (Channel 12) and television station KY3 will be notified
• A post will appear on the Waynesville R-VI School District’s Facebook page
• A post will appear on each of the school’s websites

 

4)  Is it possible that I will receive a phone call and a text?

Yes. We utilize two separate systems to ensure you receive at least one of the messages.

 

5)  If it starts to snow or ice, why don’t you immediately dismiss school?

There are times when the district is advised to keep students safe at school and allow time for crews to treat the roads.

 

6) Terrible weather is predicted and other schools around have announced they are closing for the next day.  Why haven’t we?

The local weather is very unpredictable, even with sophisticated satellite systems. If at all possible, we would like our students to be in school where they will continue learning. 

 

7) Other schools are out.  Why are we still going to school?

Each school district’s road conditions are unique; more rural districts typically announce the night before that there will be no school because of their pre-existing road conditions. We know where our most challenging spots are located and a real human goes out and drives the routes to see if we can go to school, if we need to use snow routes, if we need a delayed start or if we need to close school.

 

8)  The windchill is expected to be below zero and you plan to have school?

Yes, below freezing temperatures occur in this area, which puts the windchill below zero at times.  If your child or a child you know of is in need of a coat or shoes, please contact your school counselor to see if any of these items are available.

Now that we have finished our first quarter of the 2021-22 school year, we would like to clarify a few frequently asked questions that we receive as a district. 

 

Are there different quarantine guidelines for Fort Leonard Wood and the Pulaski County Health Department? If so, which one do we follow? 

 

Yes, there are several different quarantine guidelines, depending upon where you reside and the type of exposure (for example, household, school, or community) that you had, so the number of days of quarantine may vary from person to person. We follow the guidelines from the county health department in which you reside. If you are confused about the number of days you are to quarantine, please contact Student Services at 573-842-2092 or email covidquestions@waynesville.k12.mo.us. 

 

If the student resides on Fort Leonard Wood, do they still need to get their return to school dates from the Pulaski County Health Department? 

Yes. Currently the Pulaski County Health Department is assisting Fort Leonard Wood with contact tracing and identifying quarantine dates for all school-aged household members. 

 

My child is in quarantine. How do I arrange for homebound services?

Does a home COVID test count? 

Yes. If an individual tests positive on a home test, then the home test will be accepted for placing the individual on quarantine. The individual needs to call the Pulaski County Health Department at 573-736-2217 to notify them of the test result. Individuals who have had a positive home test will be encouraged to take another test in a lab for tracking purposes as a home test will not relieve them from quarantine if they are exposed to a positive case within 90 days. 

 

If an individual is “presumed positive” by a clinic or doctor, is the individual relieved from quarantining as a close contact?

No. A “presumed positive” does not relieve an individual from quarantine within 90 days. Proof of a positive test is required to waive quarantine.

 

Does antibody testing count? 

No. The individual must have proof of a positive test in a lab within the past 90 days to avoid quarantining if they are exposed to a positive case. Tests for positive antibodies are not accepted as a way to relieve a person from quarantine. 

 

Why does it take so long for me to be notified that my child is a close contact? 

The district notifies families within 24 hours of being told; however, there are various reasons for a delay in the district being notified of the positive case. We understand the frustration and will continue to notify families as soon as we are aware of the information.

 

What is the “test to stay” protocol?

While DHSS has a test to stay protocol, the district has opted to not implement this option at this time.

Why is this necessary?

In lieu of taxes on Fort Leonard Wood, the Waynesville R-VI School District receives Impact Aid, which benefits students by replacing the taxes that are not paid on Fort Leonard Wood; however, the only way the district can receive the Federal funds is to have employment information proving that our parents are employed on Fort Leonard Wood. School districts use Impact Aid for a wide variety of expenses, including the salaries of teachers and paraprofessionals; purchasing textbooks, computers and other equipment; after-school programs and remedial tutoring; advanced placement classes and special enrichment programs.

Waynesville R-Vi School District plans to host in-person Parent-Teacher Conferences Oct. 25-28 as follows:

 

Oct. 25 & 27:  4 to 7:30 p.m. for grades Pre-K through 5^th grades

Oct. 26 & 28:  3 to 6:30 p.m. for grades 6^th through 12^th grades

• The Waynesville-St. Robert Chamber of Commerce will host the annual Community Pride Night with orange and black giveaways outside in front of the Waynesville High School gym from 4:30 to 6:30 p.m. 
• Homecoming Queen Coronation will begin at 6:30 p.m. inside Tiger Stadium.

Parade entries are limited to students from any of the Waynesville R-VI schools.  Student clubs, organizations, and bands will showcase their floats and talent.

Parents of 7^th-12^th graders may view individual assignments through Canvas

 

If you are a parent of a student in grades 7-12 who already has a Canvas account, you do not need to set up a new account. (If you need assistance with logging in, please call the number at the bottom of this message.)

 

Parents of Waynesville R-VI students in grades 7 – 12 may view their child’s upcoming and past assignments, quizzes and test results by downloading the Canvas Parent App either from the Apple or Android App Stores.  Another option if your preference is to not use an app, would be to visit https://waynesville.instructure.com/login/canvas and then click on the “Click Here for an Account” link located at the top of the page.

 

To do so, parents must obtain a temporary student pairing code from their child; then, the parent must enter the student pairing code immediately, or the process will not work.

School begins 30 minutes later on Wednesdays

 

Waynesville R-VI Schools for students in grades K-12 start 30 minutes later on all Wednesdays so that staff may participate in the Professional Learning Community (PLC) process.

On Wednesdays, school begins at 8 a.m. for students in grades 6-12.

On Wednesdays, school begins at 9 a.m. for students in grades K-5.

(See last paragraph for information about Williams.)

Buses will pick up students on Wednesday mornings approximately 30 minutes later than they do on Mondays, Tuesdays, Thursdays and Fridays. For example, if your child is normally picked up at 7:20 a.m., then your child will be picked up at 7:50 a.m. on Wednesday. (Please note that the new Traversa Ride 360 app may not have yet have Wednesday’s adjusted time in place. If Traversa Ride 360 states the same time for all five days, please add 30 minutes to the time that is shown for Wednesday.)

The dismissal time remains the same for Wednesdays as it does for the other school days.

Menu options to be limited

at Waynesville Schools

 

Limited breakfast and lunch menus will be in place at Waynesville R-VI schools, due to trucking and delivery challenges faced by food suppliers. Due to labor shortages and supply issues, some food distributors have reduced or eliminated their deliveries to schools.

 

“We will have food for our students; however, entrée options may be limited for some time as the food supply industry adjusts to having more students returning to the seated classroom throughout the nation,” said Dr. Billy Cobb, executive director of operational services. “This is a national problem that is impacting our local school food chain supply and we will do our best to minimize its impact on our students, but we wanted parents to know that the menu options may not always be available as we had planned.”

 

Breakfast and lunch are free in the Waynesville R-VI School District; however, parents are asked to fill out and return the Free and Reduced Meal Application – even if they do not qualify for free and reduced meals. The forms will be sent home with students.

Buses will be delayed during the first few days of school

During the first few days of school, Waynesville R-VI School bus routes from East Elementary and Freedom Elementary will be delayed in the afternoon – some as late at 5 p.m. – starting with the first day of school today, Aug. 23, 2021.

The district apologizes in advance for the inconvenience; however, it takes extra time as routes are double checked on the first couple of days to ensure that our youngest students are on the correct buses.

The Waynesville R-VI School District will post notifications on the district’s Facebook page about bus routes that are running late beginning at approximately 4:45 p.m.

Additionally, a staff member will remain at Transportation until all regular bus routes have dropped off their students. Transportation’s phone number is 573-842-2199.

Tickets to fall athletic events must be purchased in advance for all Waynesville R-VI sporting events that require admission. Tickets will begin to become available on Tuesday when our spectator COVID-19 mitigation measures will be announced.

WHS students may want “lunch” money for extras

Did you know that your high school student may want to have some “lunch” money, even though breakfast and lunch are free?

In addition to the standard breakfast and lunch items that are free, Waynesville High School offers a la carte options. Students may choose an extra entrée, an extra milk or water bottle, which are charged to their account. In addition, items from the school’s snack bar, such as concession products and drinks, will be charged to their account. Since no cash will be exchanged during the regular school day in the cafeteria, everything will be charged to your high school student’s account accordingly. WHS students may charge up to $10, but they may not charge any more until the balance is paid.

Club TIGER after-school program for students in grades K-5

 

The Club TIGER after-school program will be offered starting Aug. 23 at East Elementary and Freedom Elementary. Partridge, Thayer, and Wood students who enroll will attend Freedom Club TIGER.

 

There is a $30 enrollment fee for Club TIGER with a weekly fee based on lunch status of $50, $40, or $30. Families with multiple children attending Club TIGER are eligible for a $10 discount from the weekly rate for each additional child.

The enrollment form needs to be completed prior to attending Club TIGER. Club TIGER will be available Monday-Friday after school until 6 p.m. NOTE:  Club TIGER does not meet on half-days, when school is dismissed early, or during parent-teacher conferences. There is no transportation provided from elementary Club TIGER; parents must pick up their students by 6 p.m. or late fees may apply. Scholarships are available for those who qualify.

WIN after-school program for students in grades 6-12

The WIN (What I Need) after-school program will be offered beginning the week of Aug. 30 at Waynesville Middle School for 6th-8th graders and Waynesville High School for 9th-12th graders. WIN is free to all students in grades 6-12, thanks to an Army Youth Program in Your Neighborhood (AYPYN) grant. Free super snacks are provided to students who participate in WIN and after-school activities. (All elementary students in grades K-5 receive a super snack at the end of their school day.)

Free breakfast and lunch will be provided again at all Waynesville R-VI schools for students, regardless of income level.

In addition, elementary students in grades K-5 will receive a free afternoon super snack and students staying after school in grades 6-12 will receive a free super snack as well.

Even though meals will again be free this year, please fill out and return the Free and Reduced Meal Application – even if your family doesn’t qualify! (Paper copies will be sent home with our students.)

Regardless of the number of children you have in the district, only ONE form is needed for your family.

When you complete a form, you may help make the following possible:

• Free breakfast and lunch for all students (you’re helping to feed 5,800 kids!)
• Free afternoon and after-school snacks (you’re helping to provide nutritious snacks for thousands of kids)
• Additional reading teachers at our schools
• Certain loan forgiveness programs for teachers who qualify at Title I schools
• Free breakfast and lunch for all students during summer school

Masking information for the start of the 2021-22 school year

 

On Monday, we introduced you to the Masking Mitigation Tool, which we plan to use as a guide for making decisions regarding masking requirements.

 

Please note that the district takes a layered approach to COVID-19 prevention, which includes masking, social distancing, improved ventilation (more information about ventilation upgrades will be forthcoming), handwashing, cleaning, contact tracing, education, and diagnostic and screening testing.

 

The district is following the “Missouri School Reopening & Operations Guidance,” which was issued on Aug. 17, 2021, from the Missouri Department of Health and Senior Services (DHSS) and the Missouri Department of Elementary and Secondary Education, which states, “Policies regarding masks should be made at the discretion of the local boards of education, after consideration of community transmission and positivity rates within a community, and should be considered for adjustment as public health circumstances dictate. Such policies should be developed with consultation of state and/or local health authorities, as statutory and regulatory authority to mitigate risk of transmission, up to and including school closures, remains within the jurisdiction of the LPHA (local public health agency).”

 

Based on the Masking Mitigation Tool and guidance from the Missouri Department of Health and Senior Services (DHSS) and the Pulaski County Health Department, the following precautions will be in place for the first day of school on Aug. 23, 2021 (a more detailed explanation of the chart is at the end of this email):

 

-  Even though some buildings are in green, we STRONGLY encourage all individuals to WEAR MASKS, regardless of their vaccination status.

 

-  Masked individuals reduce their likelihood of being quarantined.

 

-  Masks will be required on all school buses at all times.

 

-  Students should always have a mask readily available at school and will be required to wear them during times when large groups of people are being brought together, such as assemblies, lunch (until the student is seated), arrival and dismissal times, etc. A mask will be provided for each student, along with their free school supplies.

 

-  The current status of active cases and quarantines will be updated on a weekly basis on the district’s Coronavirus Info website at https://www.waynesville.k12.mo.us/Domain/1938.

 

-  The district will continue to closely monitor student and staff COVID-19 cases daily and the status could change at any time.

 

-  If it is your preference for your child to wear a mask at school, please feel free to notify your child’s teacher of your preference.

 

- The district will notify families via email and the website of any changes to masking expectations.

 

 

 

 

More details regarding the chart above:

 

1. Masks will be required for students and staff at schools on Fort Leonard Wood (Partridge Elementary, Thayer Elementary, Wood Elementary, Williams Early Childhood and Pick Educational and Volunteer Facility) due to Fort Leonard Wood’s current guidelines. 

o   From the Masking Mitigation Tool: “Schools on FLW will follow the installation’s general guidelines when the precautions set forth by the installation are greater than what is currently in place by district.”

 

2. Masks are optional for students attending schools in Waynesville and St. Robert (East Elementary, Freedom Elementary, Waynesville Sixth Grade Center, Waynesville Middle School, Waynesville High School and Waynesville Career Center); however, masks are strongly encouraged.

o   As of today, Thursday, Aug. 19, 2021, per the Masking Mitigation Tool, the district and state levels are in green. Fewer than 1% of our students and staff have been diagnosed with COVID-19 and Pulaski County is in “typical” status*; therefore, the data indicates that off-post schools will begin with masks being optional for students and staff; however, we STRONGLY encourage all individuals to WEAR MASKS, regardless of their vaccination status.

• *According the Missouri Department of Health and Senior Services, Pulaski County is in typical status, which indicates that there are fewer than 521 positive COVID-19 cases per 100,000 residents.

 

3. The district continues to follow its Board Policy EBB, which requires COVID-19 mitigation measures to be based on guidance from DHSS and the Pulaski County Health Department.

Insurance (damage waiver fee) for Chromebooks

Each student in the Waynesville R-VI school district in grades K-12 is issued a Chromebook and parents are encouraged to consider insurance, also known as the damage waiver fee, for their children’s Chromebooks.

Insurance is optional for students in grades K-12; however, without insurance parents are responsible for the full cost to repair or replace their child’s Chromebook.

The insurance fee is $20 per each device for the 2021-22 school year for those who would have fully paid for lunches last school year had charges been assessed; or, $10 per device for the school year for those who would have qualified for free and reduced lunches last school year.  The maximum damage waiver fee for each family is $40.  (See example below). 

Example

The maximum damage waiver fee for each family is $40. For example, if you normally pay full price for lunch and you have three children enrolled in our district, then you will pay for the first two children ($20 each for 2 children = $40) and the cost for your third child will be $0.
